Produced by the W.K. Kellogg Foundation for the use of project directors with direct responsibility for evaluating their funded projects, this handbook provides a framework for thinking about evaluation as a program tool. It is intended not as an exhaustive instructional guide for evaluators, but as a framework for thinking about evaluation. The handbook outlines a blueprint for designing and conducting evaluations, either independently or with the support of an external evaluator; it also provides a detailed bibliography of sources for those wishing more detailed guidance on evaluation.
The book is divided into two sections.
Part One provides an overview of the W.K. Kellogg Foundation's philosophy and expectations for evaluation, and places evaluation in context. It includes the FOundation's recommendations for creating a better balance between using evaluation to prove that programs work, and using it to improve how they work.
Part Two provides a blueprint for planning, designing, and conducting project-level evaluation.
